I guess you can create laravel modules for backend functionality, but cannot do customer & delivery app module without extended.
And if other regular license users can still use frontend modification modules created by developers having extended license like @wpradobr
More details on it can only be provided by author Saurabh and team, If it's still possible to develop laravel based modules you can consult @Bobelism as well he did create manual order module & shared the codes which is yet to be implemented by foodomaa team. 😀
